Vintage 1990s Volup Size Black and Tan Full Circle Skirt

Fun vintage skirt from the 1990s in black with a light tan print. A full circle with elastic waist, it ahs several fun ethnic patterns running horizontally. Tag reads: Plus Class by India Garments, Made in India and gives a size of 18/20 but do see measurements below. Looks and feels like 100% cotton to me. The bottom hem is unfinished and I believe that is intentional.

Excellent vintage condition. I haven't found anything worth noting.

Measurements when lying flat. Doubled at waist and hip.
Waist: 27" at rest up to about 58" stretched
Hip: loose
Waist to bottom hem: 30"
